John Phillip Armstrong (1838-1927) was consultant Borough Engineer 1884-1894. He was born in England and came to NZ via India. He worked in partnership with his brother, Edward John Armstrong, as consulting engineers in Palmerston North. John Armstrong retired in 1902 and went to live in Auckland.
