This image was taken for a story that ran in The Manawatu Evening Standard on 28February 1961 "Representatives of the Catchment Boards meeting in Palmerston North for the annual conference had much to discuss today when the Postmaster-General (Mr. Hayman) opened the conference. Even during the morning tea break some took the opportunity to discuss matters in small groups."
